Consider two different institutional systems for allocating permits to use a public park for private events.

  • System A: A 'first-come, first-served' system where permits are free but must be claimed in person at a government office that is only open on the first business day of each month from 9 AM to 12 PM.
  • System B: An online auction system where permits are sold to the highest bidder.

Critique both systems. In your evaluation, explain how each set of 'rules of the game' constrains the feasible choices for different types of potential users (e.g., those with high vs. low income, or flexible vs. inflexible work schedules). Conclude by arguing which system you believe imposes a more significant overall constraint on the community's ability to access the park, justifying your position.
