Case Study

Evaluating Intervention Strategies for Migrant Worker Exploitation

An international human rights organization is planning an intervention in a country where migrant workers are frequently exploited. Their research indicates two primary methods of control are used: 1) Recruiters confiscate workers' passports upon arrival, restricting their freedom of movement. 2) Workers are deceived about their job terms and threatened with deportation if they complain to authorities. The organization has limited resources and must choose which of the following two strategies to prioritize.

  • Strategy A: Launch a legal aid program to help workers sue for the return of their passports.
  • Strategy B: Create an anonymous hotline and information campaign (in the workers' native languages) to expose deceptive recruitment practices and inform workers of their rights.

Evaluate the potential effectiveness of Strategy A versus Strategy B. In your evaluation, justify which strategy you believe would be a more impactful first step for the organization to take, considering the described methods of control.
