Evaluating Obstacles to Environmental Policy in Democracies

Democratic governments often face a difficult choice when considering strong environmental regulations. Two major sources of opposition are from citizens concerned about losing personal freedoms (e.g., restrictions on driving) and from powerful industries whose profits are threatened (e.g., fossil fuel companies).
