Evaluating Policies for Agricultural Pollution

Imagine a farming region where the use of a specific high-nitrogen fertilizer for growing corn is leading to significant water pollution in a nearby lake. Policymakers are considering two options to address this negative externality: 1) imposing a tax on each bushel of corn sold, or 2) imposing a tax on each bag of the high-nitrogen fertilizer purchased.
