Evaluating Policy Arguments on Minimum Wage

A city council is debating a minimum wage proposal. Councilmember A states, 'A minimum wage always restricts a firm's choices by forcing it to pay a higher wage than it otherwise would, regardless of how many people it employs.' Councilmember B replies, 'That's not entirely true. For firms that need a very large, productive workforce, the proposed minimum wage might actually be less than what they already need to pay to attract and motivate that many workers. In those cases, the law doesn't bind them.' Critically evaluate the statements from both councilmembers. Explain the circumstances under which each statement holds true and conclude which argument offers a more nuanced understanding of the policy's effect on a firm's wage and employment possibilities.
