Case Study

Evaluating Policy Arguments with Economic Models

A city planner is reviewing a proposal for a new public park that will improve local air quality. The planner makes the following statement: 'While this park is a nice idea, its benefits will be felt much more strongly by our high-income residents than our low-income residents. Therefore, it's not an equitable project.' Analyze this statement strictly through the lens of an economic model where every citizen's marginal utility from environmental quality is constant. Is the planner's conclusion about the distribution of benefits consistent with this model's core assumption? Explain why or why not.
