Evaluating Policy Responses to Agricultural Runoff

A regional government is concerned about water pollution from agricultural fertilizer runoff, which is harming a large, shared lake. The pollution originates from hundreds of individual farms of varying sizes and crop types. Two policies are being considered:

  1. Direct Regulation: Mandate that all farms adopt a specific, costly water-filtration system for their drainage ditches.
  2. Corrective Tax: Impose a tax on the sale of nitrogen-based fertilizers throughout the region.

Based on the practical challenges of implementing policies to address externalities, argue which of these two policies is likely to be less effective in practice. Justify your choice by analyzing at least two distinct implementation difficulties.
