Evaluating Policy Responses to External Costs

A coal-fired power plant generates electricity at a low cost to its direct customers. However, its operations also produce significant air pollution, leading to respiratory illnesses in the surrounding community and contributing to broader environmental damage. The costs associated with these negative health and environmental impacts are not paid for by the power plant or its customers.

Evaluate two distinct policy approaches the government could use to address the divergence between the plant's private production costs and the total social costs. In your evaluation, compare the potential effectiveness, economic efficiency, and practical challenges of each approach.
