Evaluating Policy Responses to Technological Change

A developing nation's primary manufacturing sector has recently adopted widespread automation. This has led to a 75% increase in the sector's total output over five years. However, during the same period, the average real wages for workers remaining in that sector have not increased, and a significant number of workers have been laid off. Two policy proposals are being considered to address this situation:
