Evaluating Policy Tools for Public Health

A city government observes that vaccination rates for a communicable disease are lower than the level that would be ideal for community-wide health. They are considering two policy options to encourage more people to get vaccinated:

  1. Offer a direct payment (a subsidy) to every citizen who gets vaccinated.
  2. Launch a public information campaign that educates citizens about the personal health benefits of vaccination.

Evaluate the subsidy as a policy tool in this context. In your answer, compare its mechanism and likely effectiveness to the public information campaign for increasing vaccination rates to the socially optimal level.
