Evaluating Pollution Reduction Policies

An industrial textile dyeing process uses a specific chemical that, while cost-effective, releases a toxic byproduct into a local river, harming the downstream fishing industry. A regulator aims to reduce the amount of this specific chemical used to a target level. Two policies are being considered to achieve this goal:

Policy A: A tax on every yard of dyed textile produced. Policy B: A tax on every liter of the specific harmful chemical used.
