Evaluating Regulatory Tools for Harmful Substances

Consider two different industrial pollutants. Pollutant A is harmful to the environment only when its concentration exceeds 5 parts per million (ppm), but it is a critical component in manufacturing a widely used medical device. Pollutant B is a byproduct of a luxury good's production process and is found to be severely carcinogenic to humans even in trace amounts. Evaluate the use of a regulatory limit versus an outright ban for each pollutant. Justify which policy is more appropriate for Pollutant A and which is more appropriate for Pollutant B, explaining the economic and social reasoning behind your choices.
