Evaluating Solutions to Rising Production Costs

A bicycle assembly plant operates in a single factory building of a fixed size. To meet higher demand, they have been hiring more assemblers to work longer shifts. The plant manager has observed that the cost to assemble each additional bicycle is increasing. Two proposals are being considered:

  • Proposal 1: Implement a significant one-time bonus program for all assemblers who exceed their daily production quotas.
  • Proposal 2: Reorganize the assembly line layout within the existing factory space to improve workflow and minimize the time workers spend moving between stations.

Critique both proposals. Which proposal is more likely to effectively address the underlying economic cause of the increasing marginal cost in this scenario? Justify your evaluation.
