A city is experiencing severe daily traffic congestion because a vast majority of commuters choose to drive their personal vehicles alone, as it is perceived as the most convenient option for each individual. To address this, two policies are proposed:

  1. A government-funded public awareness campaign that uses billboards and social media to highlight the collective benefits of carpooling and using public transit.
  2. The implementation of a congestion charge, a fee that every vehicle must pay to enter the main business district during peak morning and evening hours.

Evaluate the likely effectiveness of these two proposed solutions for reducing traffic congestion. In your answer, justify which approach you believe would be more successful by analyzing how each one alters the incentives for individual commuters.
