Evaluating Policy Responses to Traffic Congestion

A city is experiencing severe daily traffic jams because most commuters choose to drive alone, which is the most convenient option for each individual but creates massive delays for the group. To address this, the city council is debating two proposals:

  1. Proposal A: Implement a 'congestion charge,' where a fee is automatically charged to any vehicle entering the downtown area during peak hours.
  2. Proposal B: Create 'high-occupancy vehicle (HOV) lanes,' which are reserved for cars with two or more occupants, while leaving the number of regular lanes the same.

Critique both proposals. In your evaluation, judge which policy is likely to be more effective at reducing the total number of cars on the road and discuss the potential fairness implications of each approach for different types of commuters.
