Evaluating Solutions to Urban Traffic Congestion

A major city is facing severe traffic congestion during peak hours. Each commuter individually chooses to drive their own car for convenience, leading to a collective outcome of gridlock and increased pollution. Two solutions are proposed:

  1. Implement a 'congestion charge,' a fee for driving in the city center during peak hours.
  2. Launch a large-scale public awareness campaign promoting the social benefits of carpooling and using public transit, coupled with a 'Green Commuter' recognition program.

Evaluate the potential effectiveness of these two approaches in mitigating this social dilemma. In your answer, justify which approach you believe would be more successful and explain the potential challenges or limitations of each.
