Evaluating Spain's Pre-Euro Monetary Policy

For several decades before adopting the euro in 1999, Spain's central bank operated without a formal inflation target, and its currency, the peseta, was not pegged to a fixed value. This period was marked by high inflation and a significant, sustained depreciation of the peseta against the currencies of its major trading partners. Based on these characteristics and outcomes, construct an argument explaining why this economic experience would have motivated Spanish policymakers to seek membership in the Eurozone.
