Evaluating the Condition for Economic Efficiency

An economic analyst states, 'For an individual choosing between producing a good and enjoying leisure time, any allocation that lies on the boundary of what is possible to produce is economically efficient.' Critically evaluate this statement. In your response, explain the condition required for an allocation to be truly optimal and justify why simply being on the production boundary is not a sufficient condition.
