Evaluating the Drivers of Early Industrialization

An economic historian argues: 'The single most important factor driving England's early adoption of machine-based technology in the 18th century was the high and rising cost of its labor relative to the cost of capital. All other factors, such as scientific discoveries or the availability of coal, were secondary.' Critically evaluate this statement. In your answer, first explain the economic logic behind the historian's primary claim, and then argue for or against its status as the 'single most important factor'.
