Evaluating the Root Causes of Modern Forced Labor

Some argue that weak legal frameworks and a lack of government enforcement are the primary reasons modern forced labor persists. Others contend that the economic desperation and social vulnerability of certain populations (such as migrant workers) are the more fundamental drivers. Evaluate these two perspectives.
