Evaluating a Labor Arrangement

A large agricultural company hires seasonal workers from a neighboring, economically disadvantaged country. The company provides transportation and housing but retains the workers' passports upon arrival 'for safekeeping.' The workers are paid a wage, but deductions for housing and food are so high that they end up with very little take-home pay, making it impossible for them to save enough money to return home before their contract ends. Evaluate whether this situation constitutes modern forced labor. Justify your conclusion by analyzing the key elements of the arrangement.
