Evaluating the Stability of Social and Technical States

Analyze the two scenarios below. Evaluate which scenario represents a more stable, self-perpetuating state. Justify your reasoning by explaining why the chosen state persists due to the incentives and choices of individuals, and why the other state is less stable.

Scenario A: In a country, the standard keyboard layout is 'QWERTY'. Nearly all computers are sold with this layout, and typing classes teach it exclusively. Alternative, more efficient layouts exist, but an individual who learns one would have to special-order equipment and would find it difficult to use any other computer.

Scenario B: In a city, most office workers have an unwritten understanding to take a lunch break at 12:00 PM. This allows for social gatherings and informal meetings. However, any individual worker could choose to take their lunch at 1:00 PM to enjoy quieter restaurants and run errands with fewer crowds, without any direct penalty from their employer.
