Policy A: Increase the price of water significantly for households that exceed a basic monthly allowance.

Policy B: Launch a public campaign that appeals to citizens' sense of community responsibility, publishes weekly neighborhood water usage rankings, and provides social recognition for the most-conserving neighborhoods.
