Evolution of Monetary Policy Frameworks

Following a period of significant asset purchases by a central bank, the banking system is left with a large quantity of reserves. Compare and contrast the primary tool used by the central bank to influence short-term interest rates in this 'abundant reserves' environment with the tool used in a 'scarce reserves' environment that existed previously.
