Mechanism of Interest Rate Control

A central bank has created a large surplus of reserves in the banking system through past asset purchases. Explain why, in this environment, raising the interest rate paid on these reserves is a more effective tool for increasing short-term market interest rates than conducting small-scale sales of government securities.
