Explaining Suboptimal Outcomes in Strategic Interactions

Two competing firms are deciding whether to adopt a new, costly but environmentally friendly production standard. The best outcome for both is if they both adopt it. A stable, but worse, outcome for both is if neither adopts it. Explain the key factor, related to their strategic thinking, that could cause both firms to get 'stuck' in the mutually undesirable outcome where neither adopts the new standard.
