The Farmer's Dilemma

Two farmers, A and B, share an aquifer. They can either 'Conserve' water, ensuring its long-term availability, or 'Overuse' it for immediate higher crop yields. The best outcome for both is if they both 'Conserve'. However, for decades, both have chosen to 'Overuse'. Farmer A thinks, "I would like to conserve, but I'm sure Farmer B will just continue to overuse the water. If I'm the only one conserving, my crops will fail while theirs thrive, and the aquifer will be depleted anyway. Therefore, my only logical choice is to overuse as well."

Analyze Farmer A's reasoning. Explain how this type of thinking, when held by both parties, results in a stable but mutually undesirable outcome.
