Fairness of a Lottery System

A city government decides to issue a limited number of highly profitable business licenses through a public lottery. Any citizen can enter the lottery for a small, non-refundable fee, and the winners are chosen completely at random. As a result, a few individuals become extremely wealthy, while the vast majority who entered the lottery receive nothing. From the perspective that the fairness of the 'rules of the game' is the only valid measure of justice, and the resulting distribution of wealth is irrelevant, critically evaluate the fairness of this system. Justify your conclusion.
