Funding a Shared Community Resource

A community of 100 farmers decides they need to build a new irrigation system that will benefit all of them by providing a reliable water supply. The project requires significant financial contributions from the farmers to be successful. However, once the system is built, it will be impossible to prevent any farmer in the community from using the water. Based on this situation, analyze the most significant economic challenge the community is likely to face in funding this project, and propose and evaluate the effectiveness of two different solutions to overcome this challenge.
