Incentive Design for a Non-Profit

A non-profit organization that runs a weekly community cleanup has always relied on volunteers motivated by civic duty. To combat a recent decline in participation, the director suggests introducing a small cash payment for every hour a volunteer works. Based on the economic principle that monetary incentives can sometimes displace social motivations, identify the most likely unintended consequence of this policy and explain the reasoning behind it.
