Inclusive Education in India
A historical account of inclusive education in India, describing conditions about 50 years after independence, reported that only 2% of people with disabilities had received special educational services, while the remaining 98% were considered “out of reach.” Provision continued to reflect a colonial-era charity model in which the government relied on voluntary organizations. Although these organizations were encouraged to use integrative approaches, many operated special schools, and limited resources constrained their reach.
