Independent Oversight and Accountability in the King's Testament to Salaman
Jami presents just rule as a duty of active and independent oversight. Salaman is advised to appoint truthful observers, receive concealed reports of both oppression and benevolence, investigate complaints personally rather than referring them to the accused minister, and reject officials whose administrative competence is accompanied by injustice. The testament therefore distinguishes effective governance from mere delegation: a sovereign remains responsible for verifying officials' conduct and protecting subjects from abuses of power.
