Two neighboring countries, A and B, share a river. Each can choose to either 'Restrict' their industrial pollution or 'Pollute'. If both restrict, they each gain a benefit of 10. If both pollute, they each gain 5. If one pollutes while the other restricts, the polluting country gains 15 and the restricting country gains 0. Assuming each country acts in its own self-interest without communication, what is the likely outcome? Explain how a formal agreement between the two countries could lead to a more desirable result for both.
