Interpreting Historical Economic Data

A historian finds a document showing that the per capita tax revenue collected in 14th-century Italy was higher than in 14th-century Britain. Explain why this evidence, while suggestive of greater overall regional wealth, is insufficient on its own to conclude that a typical Italian laborer was better off than a typical British laborer.
