A central feature of a developmental state is the presence of powerful, autonomous, and skilled bureaucratic agencies that guide economic policy. These 'pilot agencies,' such as Japan's Ministry of International Trade and Industry (MITI), are insulated from short-term political pressures and have the capacity to formulate and implement long-term industrial strategies in collaboration with the private sector.
