Labor Market Policy Reform Analysis

A country is experiencing economic stagnation and high long-term unemployment. Its labor market is characterized by strict regulations that make it very difficult and expensive for firms to lay off employees. Simultaneously, the social safety net for the unemployed is minimal, offering only low-level benefits for a short duration. Firms are reluctant to create new jobs, even when they see potential for growth, fearing they will be unable to adapt their workforce if conditions change. Analyze the two main, interconnected problems in this labor market design. Propose a comprehensive reform strategy that addresses both issues by fundamentally changing the approach to flexibility and security. Justify why your proposed changes would likely lead to lower unemployment and greater economic dynamism.
