Neighborhood Watch Contribution Strategy

A small residential neighborhood is considering setting up a voluntary neighborhood watch program. The program requires financial contributions from residents to pay for signs, communication equipment, and patrols. The benefits of increased safety and security would apply to all houses in the neighborhood, regardless of whether a household contributes financially. A resident decides not to contribute, reasoning that they will receive the security benefits anyway from their neighbors' contributions. Evaluate this resident's decision. In your evaluation, consider the short-term and long-term consequences of this strategy for both the individual resident and the neighborhood as a whole if this behavior becomes widespread.
