Despite governments’ expression of the need to address the situation via new policies, such policies including provision of resources to students is not being effectively implemented, whether it be due to funding issues or a lack of a push to do so. Necessary policies may also just, in general, not be in place, such as the absence of a requirement for the training of teachers for special education approaches.
