Partial Compensation in Environmental Settlements

Legal settlements may only provide partial compensation for environmental damage, failing to cover the full social cost. For instance, the financial transfers from Royal Dutch Shell to the Ogoni people addressed some of their immediate losses but were minor compared to the UN's estimated $1 billion, 30-year cost to fully restore the ecosystem. This illustrates how a settlement might internalize only a fraction of the total negative externality, leaving a significant portion of the cost unaddressed.
