Policy Decision and Economic Efficiency

A city council is deciding how to use a vacant plot of land. An economic analysis concludes that two different proposals are both Pareto efficient:

  1. Building a luxury dog park, which would greatly benefit a small number of nearby wealthy residents.
  2. Building a public playground, which would provide a moderate benefit to a large number of families in the community.

Based on the principles of economic efficiency, explain why the fact that both outcomes are 'efficient' does not provide a clear answer for which project the council should choose.
