Policy Design for Economic Stimulus

A government is considering two policies to boost consumer spending during a mild economic downturn:

  1. A one-time cash payment targeted specifically at households with low savings and limited access to loans.
  2. A temporary, one-year reduction in the income tax rate for all households.

Analyze which policy is likely to be more effective at achieving a rapid increase in overall consumption. In your answer, explain the economic reasoning behind the different spending responses expected from households with and without easy access to credit.
