Policy Response to Industrial Pollution

A city's economy is heavily reliant on a large factory that has been operating for decades, powered by coal. While the factory provides essential jobs and products, local health officials have documented a significant increase in respiratory illnesses in the surrounding communities, and environmental scientists have noted damage to local forests and waterways due to emissions. The city council is debating two proposals to address these problems:

  • Proposal A: Mandate that the factory install a specific, government-approved 'scrubber' technology on its smokestacks to reduce particulate emissions by a set amount.
  • Proposal B: Impose a per-unit tax on the factory for every ton of pollutant it emits.
