Principle of Excludability for Public Roads

A city government decides to convert a section of a busy public road into a toll lane to manage traffic congestion. Although the road was previously free for everyone to use, why is it still considered an 'excludable' good from an economic standpoint, even before the toll was introduced? Explain your reasoning.
