Process of establishing collective intelligence

Stage 1: Education stakeholders provided initial individual responses to the question “What are the barriers to teaching 12-19 year old students about the ocean?”

Stage 2: Responses were categorized

Stage 3: Stakeholders discussed changes to the categories and collaborated to create a structural map of barriers. All decisions had to be discussed and agreed upon among stakeholders

Stage 4: Stakeholders proposed and discussed solutions, then voted on the most realistic and effective solutions, and committed to implementing them in their own educational environments
