Rationale for Net Positive Outcomes from Tax-Financed Training

It is generally assumed that a government will only implement a policy like tax-financed employee training if the expected benefits surpass the costs. In the WS-PS model, this means the upward shift of the price-setting curve due to increased productivity is anticipated to be larger than the downward shift caused by higher taxes. Consequently, a net positive impact on wages and employment is the expected outcome of a well-designed program.
