Case Study

Resolving a Dispute on the Royal Rover

You are the quartermaster on a wooden sailing vessel, responsible for enforcing the ship's code. A rule states that all lights and candles must be extinguished by 8 p.m. to prevent fire, but drinking may continue on the open deck. After 8 p.m., you find a crew member reading in his bunk by candlelight. He argues he is being extremely careful and his small flame poses no real threat. Another crew member insists he extinguish the candle immediately, citing the rule. How do you resolve this situation? Justify your decision by explaining the economic principle the rule is designed to address.
