Road System Coordination

Two neighboring countries, A and B, have historically driven on the left side of the road. A study reveals that switching to the right side would improve traffic flow and safety for both countries due to modern vehicle design. However, if only one country switches while the other does not, it will lead to significant traffic problems and accidents at their shared border, a worse outcome for both than the status quo. Explain why both countries might continue to drive on the left, even though it is a less efficient outcome for both of them.
