In Section 12 of the Hadiqat al-Haqiqah, Sana'i employs a political allegory to describe the internal hierarchy of human faculties. He compares the body's organs to a city (شهر) and its craftsmen. In this microcosm, the heart (دل) rules as the king (سلطان), while the intellect (عقل) serves as the minister (دستور). Other faculties are assigned societal roles: wrath (خشم) is the police chief (شحنه) and desire (آرزو) is the agent or tax collector (عامل). This metaphor illustrates how the intellect and heart must govern the baser instincts—which are described as inherently prone to tyranny or ignorance—to maintain a harmonious and just spiritual state.
