Strategic Choice: Merger vs. Cartel

Although a corporate merger and a successful cartel can lead to similar market outcomes (higher prices and reduced output), they are structurally very different. From the perspective of the firms involved, explain one significant reason why a formal merger is often a more stable long-term strategy for reducing competition than forming a cartel.
