Strategic Negotiation in Standardization

Two neighboring cities are planning to build a high-speed rail link between them. For the project to be viable, they must agree on a single rail gauge standard. City A's manufacturing sector is specialized in producing 'Standard X' trains, so it would gain a significant economic advantage if that standard is chosen. City B's sector is specialized in 'Standard Y' trains and would benefit most from that choice. If they both choose Standard X, City A gets a high payoff and City B gets a medium payoff. If they both choose Standard Y, City B gets a high payoff and City A gets a medium payoff. If they choose different standards, the rail link cannot be built, and both receive a very low payoff. Analyze this situation from a strategic perspective. Explain why a conflict exists despite the mutual benefit of cooperation, and describe the central issue that the cities must resolve through negotiation.
